What is TERM and why is it important for tobacco control?

Exposure to tobacco marketing increases tobacco use, particularly among youth. Even though international law prohibits tobacco marketing, only half of countries reporting to the World Health Organization Framework Convention on Tobacco Control (WHO FCTC) on regulations on tobacco advertising, promotion and sponsorship have bans that extend to the internet.

Even in countries that do, without constant monitoring and enforcement of violations, tobacco marketing may still take place on digital platforms. The FCTC recognizes this and calls for rigorous monitoring by multiple stakeholders, including civil society partners, to enforce existing regulations and facilitate international cooperation.

Vital Strategies developed the Tobacco Enforcement and Reporting Movement (TERM) to systematically track, document and report the quantity and type of tobacco marketing on social media platforms and news sites. By doing so, we provide critical data to inform tobacco control policymaking, including the strengthening of regulations in line with the WHO FCTC and the enforcement of existing regulations. TERM is currently operating in India, Indonesia and Mexico—three large and influential countries with high rates of tobacco use.

What This Website Offers

This site offers an archive of TERM reports, including ongoing situation reports and in-depth issue briefs on emerging issues. These provide advocates, policymakers and other stakeholders with continuous, real-time information on the tobacco marketing—including the emergence of new trends—to allow them to respond in a timely manner.

TERM History

TERM began in India in 2019 as a Facebook campaign page that crowdsourced user-submitted instances of tobacco marketing. As an extension to the Facebook campaign, a digital media surveillance system was set up in India in 2020, with data summarized in situation reports. TERM later expanded to Indonesia in 2021 and Mexico in 2022.

Methodology

TERM summarizes information gathered from publicly available posts on social media platforms including Facebook, Instagram, Twitter and TikTok, and from online media articles, using keyword-based queries. Data is collected and analyzed by trained media analysts at Radarr using a codebook developed by Vital Strategies. Click here to view the full methodology.
